The planning application 2.3 states:
"The post games legacy of Drapers Field. This planning application is for games time only.In December 2012 the site will be returned to the London Borough of Waltham Forest in order for them to reinstate the site to their desired arrangement. This planning application is supported by an undertaking to enter into a 106 Agreement between the ODA and Waltham Forest. This agreement will secure funding from the ODA to Waltham Forest for the reinstatement works required.
The sum of £3.5 million has been allocated to Waltham Forest in order for them to deliver the renstatement scheme."

Note the section underlined above. The ODA and Waltham Forest are promising to make an agreement . This suggests that there is no final agreement in place at present.
The current draft 106 agreement does not include this.
It says above:

I believe this desired arrangement will be more what the ODA wants than LBWF wants. I think they want to create some kind of short cut through Drapers Field to te Chobham Academy. A cabinet member also told me the ODA are designing us a lovely park. Also I believe the SO CALLED consultation continues at The new pavillion Drapers Field on 14/06/11.
At the moment there is no rock solid evidence that Drapers Field astro turf will be returned on Drapers Field.
When I spoke to Sport England they said they would not comment until after the planning application.
A council officer has said that all improvements are subject to necessary planning approvals and funding agreements.
The public has been lead to believe by London Borough of Waltham Forest that this is temporary use so a cast iron contract should be in place before planning permission is granted to the ODA.
The ODA have stated the s106 agreement provides sufficient funding to restore and improve the site. Poxynews says we do not want this to become the legacy from hell.
Chris Robbins,quoted in the Guardian, says " I don't want them to hand it back in a complete mess that we then have to pay to sort out."
Sounds like the excuses are coming out already.
